About
Richard Harkins is a robotics engineer and researcher whose career has centered on one of the most technically demanding frontiers in autonomous systems: designing robots capable of operating in surf-zone and amphibious environments. Working primarily through collaborations between the Naval Postgraduate School (NPS) and Case Western Reserve University (CWRU), Harkins has made sustained contributions to the development of mobile robots that can navigate the punishing conditions of beaches, breaking waves, rocky terrain, and shifting sands — environments that remain deeply hostile to conventional robotic platforms.
