Chia-Ming Kuo’s research centered on the intersection of evolutionary computation and neural network design, with a particular focus on constructive multilayer feedforward architectures. His work aimed to automate the synthesis of neural networks through evolutionary algorithms, seeking to optimize network topology and performance without manual intervention. Additionally, Kuo explored the application of hierarchical robotic discrete-event modeling to design and synthesis problems, attempting to bridge control theory with artificial intelligence. Despite these ambitions, Kuo’s academic impact was limited; his most-cited paper, “Evolutionary design of constructive multilayer feedforward neural network,” garnered only 18 citations before its retraction. Both of his prominent publications were retracted in 2013 following the discovery of a peer review ring involving fabricated identities, centered around Peter Chen at National Pingtung University of Education, Taiwan. This scandal, uncovered by the Journal of Vibration and Control and SAGE, severely undermined the credibility of Kuo’s contributions.
