The Use of AI and Its Legal Boundaries in the EU

Abstract

The EU is at the forefront of robotics and artificial intelligence (AI): Already at the beginning of 2019, the European Parliament set out the comprehensive potential of AI and robotics with a resolution on a comprehensive European industrial policy on AI and robotics. [1] It also called for a common approach to facilitate the development of AI technologies for the benefit of society, but also to identify, minimize and provide solutions to the risks and problems arising from the increasing integration of robotics and AI into human systems by establishing robust policy guidelines. [2]In April 2021, the EU Commission presented a proposal for a regulation establishing harmonized rules for artificial intelligence (AI Regulation).[3 ,4] On 14 June 2023, the European Parliament essentially defined its position on this basis and began talks with the EU Member States with the aim of concluding a Regulation by the end of 2023. In the end, a common applicable AI Regulation of the European Parliament and the Council of the European Union should come into force after an appropriate transition period.
