摘要
Problem definition in general and its connection with important scientific and practical tasks. At the beginning of the XXI century. The main technological trend of the fourth industrial revolution is the digital transformations realization, in particular the introduction of artificial intelligence in various spheres of social life. It is worth paying attention to the ethical aspect of the new digital technologies introduction. The problem of employment of those who will lose their jobs due to the artificial intelligence introduction becomes urgent. The ethical question is whether to consider a person a machine if 80% of his body is replaced by artificial organs as a result of surgery. Will a person remain a person after such changes?Analysis of recent researches and publications. In The EU and The US, some aspects of AI ethics have been studied by scholars such as: K. Wakefield; J. Searle; D. Rolnik, N. Bostrom, M. Taddeo, T. Vander, L. Perry. Algorithms of artificial intelligence are being implemented in various spheres of human life, and the dynamics of digital technologies implementation in the future is predicted to cause their widespread use. However, «machine understanding» alone will not be enough to deliver full-fledged robotization and ubiquitous digital governance. An unresolved part of the general problem will remain the lack of proper scientific substantiation of the consequences of the artificial intelligence usage in public administration in the context of the ethics of its use, as well as the influence on the social-power relations of emotional and moral thinking of machine origin. This can be a decisive step in the further development of the history of management science.The purpose of the article is substantiation of artificial intelligence ethics application necessity in public administration.Presentation of main material. The ethical aspect of the artificial intelligence usage in public administration is analyzed in the article. Algorithms of artificial intelligence by intellectual ability are classified into simple, complex and super-intellectual. The principles (rules) of ethics for responsible artificial intelligence management have been systematized. The necessity of standards development for ethical principles development for creation and implementation of artificial intelligence algorithms is grounded for each country. It has been proven that after the artificial intelligence algorithms implementation in private and public institutions, it is important to monitor and analyze the results of such work, and, based on the empirics of these data, to develop personalized ethical rules for each organization. It is established that in Ukraine the use of outdated and inefficient e-government technologies will continue due to the state's neglect of artificial intelligence and machine learning.The principles (rules) of responsible management of reliable AI are defined:- the principle of utility – AI should benefit citizens in all countries of the world by promoting sustainable development and prosperity;- principle of legality – AI systems must be designed in such a way as to respect the rule of law, human rights and democratic values, and to guarantee the possibility of human intervention in AI work if necessary;- the principle of transparency – ensuring the transparency of disclosure of information about AI systems, so that citizens have access to information and can challenge the results of its algorithms;- the principle of stability – AI systems must operate reliably and safely throughout the life cycle, and potential risks must be constantly evaluated and managed;- responsibility principle – organizations and individuals who develop, implement or operate AI systems should be held responsible for their proper functioning.Conclusions and perspectives for further research.
