Deterrence, in the psychological and strategic sense, refers to the use of threatened consequences to discourage harmful or unwanted behavior. In classical theory, deterrence functions by ensuring that a potential actor perceives the costs of an action as outweighing its benefits, thereby preventing that action from occurring. In robotics and AI contexts, deterrence raises profound challenges: traditional deterrence mechanisms rely on the assumption that a responsible, rational agent can be threatened, punished, or held accountable. When autonomous systems or AI commit harmful acts, it becomes unclear who or what can be meaningfully deterred. Researchers explore whether punishing manufacturers, operators, or legal proxies can substitute for direct accountability, and whether the absence of a punishable agent creates a "punishment gap" that undermines deterrence entirely. This matters because as autonomous weapons, self-driving vehicles, and AI decision-makers become more prevalent, societies need frameworks that preserve deterrence effects without requiring human-like moral agency in the machine itself. Resolving these questions is critical for law, ethics, and the responsible deployment of autonomous systems.
